Sure, it's hard to determine the problem without some sort of error message, that's all. Let's check the basics:

 

-You are using a legal copy of the game (Not a crack)

-You are running version 1.0.7.0.

-You correctly ran the LCPDFR installer as admin

-You're running GTAIV as admin

-Your GTAIV folders are not read only

It's odd that you can't enter the station because of that error. Try reinstalling LCPDFR.

Thank you, reinstalling appears to have fixed the issue
