At this point i think i pretty much figured out with the V7 they wont be responding to the lights themselves and its not a bug. But is there a alternative mod or addon for els so they do pullover and get out of the way to lights only?

ELS doesn't have any add-ons that allow for drivers to pull over for lights only.  However, you can press / to trigger LCPDFR light modes (they don't actually show up) so it is the same as having drivers pull over for your ELS lights.
