Half the mod loads

Well like the title says, half the mod loads. I can use some of the features, like the whole crime system and arresting people, but the new car models, officer models, and weapons do not load. I have tried both 0.91 and 0.95 beta, and neither version is working completely. The Diagnostic tool cannot locate my GTA IV folder, even though it is the default steam path. I am on 1.0.7 also.

The only thing that LCPD:FR delievers is a way for you to become a cop and arrest people, ticket people, et cetera. Extra vehicles, weapons, and models are not included.

EDIT: The Tazer feature is built in, press T while holding a handgun and pointing at someone. A baton is NOT included. Extra cars are NOT included.

EDIT: To address the problem of the installer not finding your GTA folder, this happens if you have EFLC rather than GTA IV original. There is no difference in how the mod runs, and no fix for it.
