Hi i have a very big problem with my GTA4 ! I have this problem all the time. So today i installed GTA4 new on my pc. 

So i past all my mods in it. Then i have the problem again. So i deleted all my mods and the problem is not fixed. 

When i run into the thing it disappears

 

Can someone say what this bug is ? I searched on google etc. but i dont found something like this.

I believe that happens when a texture file (or several) are messed up, I think it has to do with old save games and legacy files in your root folder.  I'd bet you re-installed a new game without removing/deleting the root game folder and save game folder, which you have to do manually.  Also, you should scrub the registry as well before a re-installing the game.
