Is it possible to uninstall Patch 1.0.7?

The reason I'm asking is because my computer now lags with this patch. I'm absolutely certain the patch is causing the problem, because when I was running GTA IV without any patches the game worked great with high FPS, and I know my computer has the right specifications to run GTA. 

 

And yes, I've searched google and I tried the increase GTA FPS thread in this forum but it still did not work. I'm absolutely certain the patch is causing the problem. None of my mods are the problem as the game works fine with them. I figure that if I uninstall the latest patch and revert back to 1.0.0 my game should run much better. With 1.0.0 I was able to have pretty good graphics and still run well but with 1.0.7 I have to have lower settings.

Mods won't work nearly as well on 1.0.0.0. 1.0.4.0 is what some people use because that's what ENB works best with; if you want script mods, though, use 1.0.7.0. 1.0.0.0 is something I've never seen ANYONE using.
