IMO, SR:3 has a more shitty driving system than GTA:IV. And I, expect more people to back me up on this than on your idea :P

Also the cars a shit and the damage system is shit two 

Why don't you just create the Saints Row Map for GTA ?

If you have ever played saints row, you would know its pretty much the same thing as GTA 4..... I think it would be awesome for LCPDFR to become SRPDFR, From what I have seen there is more room for modding, (alot more then GTA will ever let)  I think its actually a wonderful Idea, need to spend money to make money....

 

 

 

I would say 99% of people here saying its a horrible either have no idea what they are talking about, or just want browny points with the community by going against your idea....

 

From what I see its a win win, its a better map, from what i have seen easier to mod and can handle easier and also is more stable. Some times you just have to move on....

I have all the saints rows 1 2 and 3 ( 3 being pc and xbox ) And play all them  and its a damn joke play sucks graphic's suck to a point the driving / handling is a joke  as before  the cars are shit and the damage system is shit to  hell the cop car lights don't  even stay on like they did in saints row 1 once you get outta the car among other big flaws

 

Entertaining / fun to let loose  yes / enough to make it turn into another police game mode like LCPDFR hell no def not     gonna have to start re writing everything about the game first

 

As before watch dogs looks a hell of a lot more promising  and also rather just wait for gta5
