Okay so a mate of mine is having this issue.

 

He seems to get random barriers spawn outside the safehouse or the police station from where you first start the game.

 

He legitimately purchase GTA 4 from Steam and so it's nothing to do with a cracked copy.

 

Appreciate any help here as it's nothing I've ever seen in GTA 4 before.

I had this happen once.  I installed a new texture mod for roads and my game got all wacked out.  I had gates/barriers spawning in random places, and clocks on the side of roads.  The only way I found to fix it was to remove the texture mods and/or reinstall the game. This may or may not help your friend, I'm not sure if he has any texture mods installed or not.

Thanks for the response, I will check with him but I believe that he's already re-installed the game as this was happening, and alas it is still happening after the re-install.

In that case I would try using an older save game (or a new one) just to see if that has any effect.
