Frozen in place when trying to choose a car mod/s

So iv downloaded many vehicles for GTA IV and they have worked great, But there are many (Particularly highway patrol cars?) which are not working. Iv spent more hours trying to find the problem but cant seem to find a outcome (probably the most simplest outcome ever :wallbash:  but eh).

 

I go to download Highway patrol car mods, in particular '?do=embed' frameborder='0' data-embedContent>> install them using SparkIV by selecting the two vehicle files and putting them into the vehicle.img and only that. But when i leave the police station to the car selection and i go to choose the highway patrol mod the car does not appear and it traps me in place and i cant do anything but reload a save or exit the game (the world around me still operate, I'm just stuck) Do i have to do anything with the ELS config or anything with that 'Common folder' ???
