im pretty sure that is the social club login. its not neccesary, but if you name it "paul.old.dll" you will bypass the social club login screen

 

I believe I also heard you can just trash it, and it will do the same.

True, but IMO its better to keep it around just in case something decides to go wrong with your name, then you can rename it back to default to verify that it is not the problem
