For the Life of Me, I cannot get ELS 7 to Work

I have been at this for days, I have seen and followed so many videos and tutorials. I cannot think of any other possible solution, I have reinstalled GTA 4. What in the heck am I doing wrong? I cannot get ELS 7 to work. 

 

 Attached is a picture of my GTA 4 directory. This is my els.ini script:

As you can see, everything is on. When I get in an els enabled vehicle, the lights are simply frozen. What am I doing wrong? I have tried changing control keys, ect. I cannot get the info panel to even open up. Can anyone help me out?

Try using a clean install of GTA IV and clearing out all those files cluttering up your GTA IV directory. Don't store any files in the GTA IV directory (as you have), save it in a different location. If ELS v7 doesn't work, try ELS v5 or v6 with a clean installation. Make sure you make a backup of the clean GTA IV before you install any mods, that way you can just replace the GTA IV folder with a copy of the backup instead of re-installing.
