I bought the complete edition of gta and installed the mod got it working but could someone please explain why I don't have uniform and selection of different cars?

 

Also what would be the best mod menu to use from your personal experience?

You need to press Alt + P in order to start LCPDFR and then you need to drive to a police station.

 

For a mod menu, I think you mean a trainer.  Most recommend Simple Native Trainer (http://www.gta4-mods.com/script/simple-trainer-version-65-f2115).  Make sure to disable the keybindings in the menu for simple native trainer.

Yeah I did the Alt + P command and it started the mod was working fine but I wasn't sure where to get a car. I've saw a few videos on YouTube of 'noose' vans/cars I was wondering where I would get these?

You need to walk to a police station first (or you could steal a car to get there).  Police Stations will be shown on the map.  Once you arrive at one, walk into the circle on the ground and you'll be taken to the main police station for LCPDFR.  Walk into the room in front of you, at the end of the hall, and you can then choose your ped and your car.
