cameronsinclair reacted to Iconography in LCDPD Mod + Mod MenuYou need to walk to a police station first (or you could steal a car to get there). Police Stations will be shown on the map. Once you arrive at one, walk into the circle on the ground and you'll be taken to the main police station for LCPDFR. Walk into the room in front of you, at the end of the hall, and you can then choose your ped and your car.

For a mod menu, I think you mean a trainer. Most recommend Simple Native Trainer (http://www.gta4-mods.com/script/simple-trainer-version-65-f2115). Make sure to disable the keybindings in the menu for simple native trainer.
