Ok i just read you post now and i forgot to run lcpdfr installer as admin and i installed the tazer 

 

but i dd delete everything before re-installing gta iv, i have dsound and the game path is good with no duplicates.

 

AND IT WORKS. YAY.

 

So im guessing that means one of my other mods was conflicting with it. Hopefull one and not more

 

Assuming it is just one, i can rule out ELS, the weapons pack and sounds, The car pack, and the taxi fix (trafficcontrolsystem), and, by assumtion, the trainer.

 

Any idea which one is clashing?

I think it's RDDesert, I saw some issues with it. Not sure, but I think.

Trainer is ok. Other mods shouldn't conflict if they are installed correctly.

The ENB should be ok too, but try it last to be sure.

 

Now, the best thing to do, even if it takes time, is to put mods one by one, and test, if one of them is conflicting, you'll know which one.

Don't forget to backup your clean GTA IV !

okay i have the ones i really care about installed and i did it one by one and so far so good. and i did make a back up. again thanks for the help.
