Do you make regular back-ups? If so try restoring a back up from when your game was running really good. If Not the solution I can think of is reinstalling.

Yea but when I tried to open the backup, it somehow got corrupted.

Okay, well when I make back-ups I just copy all the GTA IV Files to a new folder on my desktop and when I need to restore something I delete everything in the GTA IV folder and replace it with the back up files. You may just need to reinstall. I could send you one of my back-ups if you are interested. It may be a day or two.
