I had this bug too, a "long" time ago. Sometimes, entering/exiting a building solve the problem. It didn't work with car doors though, only buildings/houses/shops/etc...

 

Edit : if you have modded character's clothes or skin or whatever, check if it's not corrupted.

No I don't mod clothes and I also just noticed the top of trees were gone and I cant see some of my guns.

I had this bug randomly happen when I make a arrest. Try changing playmodels maybe?

You don't need to restart your game. I used to have this happen to me often and I just changed the resolution of GTA, then changed it back, essentially a graphical refresh, and everything worked fine again.
