Okay, so I finally bought a new computer and I have GTA 4.5 and my question is will LCPDFR work with 4.5? 

 

My next question is can you have multiple different police agencies like sheriff, troops and pd policing at the same time?

GTA 4.5? Are you from the future? Never heard anything of GTA IV.5 - so I suppose it doesn't work with it. If you mean, that you have GTA IV/EFLC, it will work.

thats what my brother told me it was.  he says that it is just a updated version with better graphics and less bugs

Yeah, there's no GTA 4.5 - Your brother probably just patched and modded a regular GTA IV installation. It should work fine.
