Very slow loading times at the police station

I'm having an issue with this mod that makes it so the loading times for going into/out of the police station are very long (about 1 minute).I'm playing without EFLC on Steam with the xliveless DLL (It's still slow on the dsound.dll one)

It's not that big of an issue, it's just frustrating because to start playing I have to go into the police station, then go on duty, which teleports me outside the police station to select my model, and then get teleported back into the police station, and then have to go back out of the police station to get my vehicle. It just makes it a very tiresome process to do because it takes a really long time.

I don't think it's a specs issue as the game runs fine at 30-60FPS on max settings, depending on how much is going on around me. I tried lowering my settings anyway and it's always the same.
