You must first make this (My Computer->C://-->Program Files-->Rockstar games--> GTA IV Folder (Properties) -->uncheck the box Read only and click Apply) --> NOW INSTALL LCPD FIRST RESPONSE MOD !!!

i keep having prblems with the verification i did the authentication and everything but it wont load PLEASE HELP

There is a user manual inside the download.  You'll need an archive program (like winRAR or 7Zip) to open the download.  The user manual will tell you everything you need to know.  If that doesn't help, please take a look around this forum and make your own thread if you still have issues.
