It's ridiculously easy in photoshop. I dont think you can in Paint.net without plugins.

I used this plugin a long time ago : Oblique Effect

Don't know if it's not outdated now, test it and tell us.

 

If you can't buy Photoshop, you should try GIMP which is an excellent, if not the best, free graphics software with quite professional quality.

Didn't really work. I know I could use photoshop but ive already started on my texture.
