I'm new to the game and I installed ELS.

 

I downloaded the most popular Crown Vic from the download section but only have a light bar and front and rear lights as the lights. The reverse lights on the Crown Vic don't seem to work on this model.

 

Which Crown Victoria is preferred among the community, with the most options for lights?

Personally, it depends on what you like the best. How the lights are setup and what light bar it has. 

Each person likes a different car the most, in my personal opinion I like CVPI's with wraparound rambars whereas a lot of people hate them. 

I personally go for the "professional" look rather than the sporty, I use Cj24's Halifax Regional Police CVPI, iiMcdermotts RCMP CVPI

Joker Mods newest CVPI and Tim98's O.P.P Cruiser he released yesterday as well as gfxles' Halifax Regional Police GMC Savanna, all are pretty good good choices.

I personally don't like rambars, but I go for a CVPI a Whelen Liberty (favorite kind of lightbar) and HAS to have headlights strobes, or to me, it's just boring and plain.
