Getting this weird error, help please?

Hello there, I'm gettng a weird error when I try to run my GTA while having the LCPD mod installed. It won't open and throws me with this error and don't understand what's wrong with it. Any help would be great, thanks!

Also please don't link me to the video which teaches you how to avoid getting errors as I have followed it correctly and many other people have and a lot of them are getting this error.

I'm running this on window 8 also the properties for the GTA folder doesn't have a tick anymore but has a dot.

 

P.S I just did that again but when it comes to the bit which says starting game, my game just closes.

in propertys is it readme or somthing?, idk, but could be a problem?
