You press Alt + H when you're near the suspect and don't aim at him/her. You can't actually make them come inside any police stations. The screen will just fade out and he/she is gone.

yes the screen fade in and out... but I saw on youtube that with version 0.91 just the man to the police station brings ... he does first and then get those handcuffs in your car and then you bring him to the office ...
