It's still freezing

Something on your pc has to be blocking it. I can't think of any other reason why it would be freezing like that. Do you have any software installed that could be hooking into memory? What about overlays?

It looks like it's only the RagePluginHook settings menu that is freezing and not opening

Can you check if your game folder is read-only? In the folder properties. It shouldn't be, but it seems it has been set as read-only by windows for others

I turned it off, but it didn't work

Can you try turning off Real Time Protection temporarily, in the Windows Security settings and see if it will let you run it?

Okay, as a diagnostic step, because I don't recommend leaving them disabled, can you try turning off controlled folder access, and if that doesn't work, try disabling ransomware detection/protection.

It worked for a second, it still couldn't open the settings

Did windows re-enable any of the defender settings?

No it's a Windows anti-virus issue, it happens every update. But for some reason your windows is ignoring your specified exceptions
