The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

when i load RPH it just stays on the "Launching game" even after the game launches it was working perfectly fine yesterday until i tried to use open iv for enhanched

the last part tells me that you may have a "GTA5.exe" file in your Enhanced folder. RagePluginHook for Enhanced can not hook if a "GTA5.exe" file exists so I suggest you rename it to "_GTA5.exe" when you launch RagePluginHook and then rename it back when you need to use OpenIV.
