This means that RPH is getting blocked by Windows Security/Your Anti-virus. You will need to make an exception for the game folder, and then RagePluginHook.exe itself in Windows Security

I have it all done, the game folder is in the exception, and so is RagePluginHook.exe.

It didn't help, and RagePluginHook also doesn't work, with the same error.

Something on your pc is still blocking it then, do you have any other Anti-virus installed?

I didn't have this file, so I installed it, but the RagePluginHook logs are not being written.

In that case it is still being blocked by your PC. Can you try running as an admin?

Great, I launched the launcher and RagePluginHook as an administrator, but when I logged in and tried to start a shift, it didn't work, the buttons didn't respond, and the F4 menu didn't function, even though F4 was set to enable the menu.

Okay, because it worked, we know that something on your PC is still blocking it. This is why you can run it as admin but not save changed settings or keybinds.

You will have to find what is blocking it on your PC. Make sure you have full read/write permissions for the game folder too (folder properties > security)
