The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Rename the mods folder to _mods. If it works, it means one of the mods is causing the problem, so think about what you installed last and remove them one by one.

Keep your mods folder to _mods. Then remove ScriptHookV.dll and test the game again.
