Rename the mods folder to _mods and tell me if it works. If it does, it means one of the mods isn’t working, and you’ll need to uninstall them one by one to figure out exactly which one(s) are causing the issue.
It’s also good to have Gameconfig, Heap Adjuster, Packfile Adjuster and Resource Adjuster installed.
Make sure the Grand Theft Auto V folder has all permissions enabled (Properties > Security).
Make sure you also have BattlEye disabled.
I also noticed in the log which may cause issues later on.

error404vibes's post in Out of Date? was marked as the answerWhat antivirus are you using? If you have Windows 10 and you’re using Windows Security, go to:
Virus & threat protection → Virus & threat protection settings → Manage settings, then turn off:
Real-time protection
Cloud-delivered protection
Automatic sample submission
Tamper Protection
Unblocking in Browser (Google Chrome/Edge)
If your browser says “File is dangerous” or “Download failed – Virus detected,” try the following:
Go to the Downloads section: Press Ctrl + J in your browser.
Choose “Keep dangerous file”: If the file appears there, click on it and select “Keep anyway”.
Temporarily disable Safe Browsing:
Go to Settings (⋮) → Privacy and security
Click Security
Select “No protection (not recommended)”
Download the file.
How to create an exclusion in Windows Security on Windows 10 or 11:
Open Windows Security:
Press Windows + S, type Windows Security, and open it.
Go to Virus & threat protection:
Click Virus & threat protection.
Manage settings:
Under Virus & threat protection settings, click Manage settings.
Add an exclusion:
Scroll down to Exclusions and click Add or remove exclusions.
Click Add an exclusion, then choose the type: File, Folder, File type, or Process.
Select the file or folder you want to exclude.
Confirm:
The selected item will now be excluded from real-time scans and other security checks.
This is useful for preventing Windows Security from blocking specific downloads or mods.
