The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

By the way, I have other LSPDFR mods on my computer, and they all work fine, except for this voice feature which doesn't function.

Did you check if you have SlimDX.dll in the Grand Theft Auto V folder?

Have you created an exception in Windows Security (or whatever antivirus you use) for the Grand Theft Auto V folder? If not, create one and reinstall LSPDFR manually again.
