Where do I start? Finding the tutorials on a Google search all yield how to install sounds and not how to create them. If there are any tools, they're behind paywalls unable to be accessed by the public.

I want to be able to create an engine sound from scratch and code it so it actually sounds like an engine and not an engine sound replacing a stock GTA one which is already scripted a certain way. Where do I begin to try and get more information on how to do this?
