The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

What car pack did you installed. Did you have ELS installed Properly and put the els.xml's to GTAV-ELS-pack_default? Did you have the Latest Script Hook V installed?

and i did put the ELS's in the right spot and have the latest SHV installed

So the pack Requires Siren Setting Limit Adjuster(SSLA). Without it. The lights won't work properly.
