From what I can tell, it belongs in Plugins. @Andrewss, try adding the Main Directory to the exceptions list for your anti-virus. Then re-install Traffic Yield and restart your PC.

They don't have Ultimate Backup installed which is why HoldYourFire isn't working. They will have to install Ultimate Backup.

Thank you for helping, the both of you. It works now. One more question tho. When I try loading in EUP menu it says that I don't have law and order installed. I followed a youtube tutorial on installing EUP. Can you help me clarify where do I need to have it installed? I've installed the .oiv one.

 Sometimes it likes to bug on that way, you can try reinstall L&O by .oiv after u loaded eup menu for first time in game
