The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

New instalation still crashes.

That's because you've installed it incorrectly or messed with some of the files

You are missing the outfits.xml in the pathway lspdfr/data. Redownload the manual version of LSPDFR. Then open the download and open lspdfr/data. Then copy the outfits.xml and paste it into lspdfr/data in the Main Directory.
