The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Adding on to the mods folder solution, if renaming it to _mods does not work, double check the syntax of your Loadouts.xml for Policing Redefined as an invalid weapon caused an issue stemming from that xml file.
