The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Honestly it's all up to personal preference. (i.e. Do you prefer Lore vehicles or non-lore/department preference/realistic vs non realistic/etc). But I can give some good recommendations based off of what I use. You may or may not like them as I do, but Hopefully you find a good one from these.

- OfficerArk's Los Santos Police Department

- Scorpianfam's San Andreas Highway Patrol Pack (Also you can change the liveries using Alloy's 4K Nevada Highway Patrol Livery Pack)

- Emotional Shawty's BCSO Pack

- OfficerArk's Los Santos County Sheriff's Department

- OfficerArk's Blaine/Los Santos County Sheriff 2020 FPIU

- Scorpionfam's Blaine County Sheriff's Office Mega Pack (JankModding's BCSO Livery Mega Pack 4K goes really well with this if you're using the 2020FPIU Pack from officer ark for that department)

- volac's San Andreas Park Ranger Pack

- RangerZ's BCSO Pack (Not a bad pack, Just not my preference anymore)

- KristianWilk's Liberty I San Andrea's State Police Vehicle Pack 

 

These are all very good packs that I either enjoy using, have used, are have considered using, and I'm generally picky with vehicles, so hopefully this is deemed helpful in your search for the right vehicle pack.
