Short description of what I've done in the video (not detailed):
Your game should work if you followed all these steps and have watched my video
 

  • Make sure your copy is clean and has no mods
  • get the downgrader
  • disable your antivirus temporarily until you have downgraded successfully
  • run the downgrader using admin privilege
    -> configure the thing accordingly;
    please do not move your GTAIV directory using the downgrader to somewhere else as it may cause issues
    (namely some content are stuck in the [IV] folder and require manual extraction and a whole lot of other fiasco to deal with; JUST DON'T)
  • check if the [GTAIV.exe] file is version 1.0.7.0
    -> if it is still showing your previous version then running the downgrader again; make sure antivirus software IS disabled when the downgrader is running
  • open your game by opening [LaunchGTAIV.exe] with admin privilege
    -> after loading into the game, remove ALL parked cars outside of your safehouse
    (don't miss out the ones at the OLD safe house at Hove Beach too)
  • download LCPDFR (the second last option, the [1.1 Installer No Ads.exe] one)
    -> configure the thing accordingly
  • run the game again by opening [LaunchGTAIV.exe] with admin privilege
    -> once everything is loaded, press [ALT] + [P] to enable LCPDFR
    -> go to the nearest police station and go on duty
    -> check if there's any LCPDFR features that are not working (there might be keybinding issues)
