The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Go into the lspdfr.ini and change the following to reflect below:
AmbientSpawn.MaxCopsInArea = 0
AmbientSpawn.MaxSpawnedCopsInArea = 0

If it still crashes there, rename mods to _mods and see if the issue persists.

its something within mods... what could cause the crash in just those two specific spots on the map?

I don't know. Only you know what you downloaded and installed to the mods folder. Best I can tell you is to rename it back to mods and do this:
1. Install the Gameconfig, Heap Adjuster, and Packfile Adjuster.
2. If those do not work, remove what you have installed recently and test after each removal.
3. If all of that does not work, restart your mods folder.
