Hello.  have been having some crashing at certain spots of the map, by weasel news and by the garage in Paleto Bay.  I can play anywhere else in the map no problem. Once I'm anywhere near those two spots, instant crash. Anyone else having this issue?

Go into the lspdfr.ini and change the following to reflect below:
AmbientSpawn.MaxCopsInArea = 0
AmbientSpawn.MaxSpawnedCopsInArea = 0

If it still crashes there, rename mods to _mods and see if the issue persists.

its something within mods... what could cause the crash in just those two specific spots on the map?

I don't know. Only you know what you downloaded and installed to the mods folder. Best I can tell you is to rename it back to mods and do this:
1. Install the Gameconfig, Heap Adjuster, and Packfile Adjuster.
2. If those do not work, remove what you have installed recently and test after each removal.
3. If all of that does not work, restart your mods folder.
