I think you mean Episodes of Liberty City and you want to install LCPDFR.

The GTA:EoLC Mainfolder is located at "Program Files (x86)Steamsteamappscommon". To install LCPDFR start the installer and when you reach: "Choose your GTA IV directory" click on Browse and go to the Mainfolder of GTA:EoLC. Then click next. Here you go.

Ingame you have to Press ALT+P to lauch LCPDFR.
