The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

What actually is updated in LSPDFR files with GTA5 updates?

Whenever Rockstar ships a new GTA V build, core structures in memory often “shift.” Those offsets then have to be remapped and patched by hand—sometimes trivial, sometimes infuritating—and the process can reveal hidden bugs in RPH itself. As a result, even the smallest title update can ripple into issues that take time to fix.
