The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

The crash doesn't happen when I access the RPH console it happens when I load the lspdfr plugin and try to click off of the menu by tapping F4 again.

removing dxgi and nve asi, along with an upscaler allows lspdfr to work without crash, im gonna start putting in one file at a time to see whats the problem.

I put all the files back in and turns out it wasnt nve or dxgi at all, it was this upscaler like dlss mod for gta so odd. But I found the fix to my own issue yay it only took 7 hours yesterday and a few hours today LOL.
