The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So I’m going back to modding gta 5, and for some reason I decided to use total virus to check the files I’ve downloaded, and it flagged Open IV and simple trainer as Trojans. Now I have modded gta many times before but this concerns me. Is open IV and simple trainer safe to use?

I have never had an issue with Open IV and Simple Trainer. I would say the flags are false positives. 

In my opinion, they are safe to use.

Both are safe to use. Reinforcing what ThinBlue said above, Virus Total flagging it is a false positive. Windows + VirusTotal will flag a lot of modifications because of the way they are modifying your game. If you ask anyone else, they will tell you to whitelist your GTA game folder because Windows flags them.
