The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Whenever I open RPH while in story mode it start's working for a second then it says terminated LSPDFR from game freeze, and a message at the bottom right of my screen keeps saying launching LSPDFR after it fails, and whenever I try to open the game with RPH it never opens, I play on epic and all the files seem to be good only issue being it stops lspdfr from launching due to game freeze
