If you have LCPDFR installed go to your GTA Directory:

Common Location:

 

C:Program Files (x86)Rockstar GamesGrand Theft Auto IV

 

Then in that directory there should be a folder called scripts:

So the location would most likely be:

C:Program Files (x86)Rockstar GamesGrand Theft Auto IVscripts

 

Drag and drop the .net.dll and .ini files there!
