The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Well from the looks of your log. This seems related with the DutyGarageMenu.cs. If you have any custom vehicles installed make sure those are properly installed. 

Not sure if you still have the error or not, but I think it seems being related with vehicles

But if you want to know the technicality of it it just means that LSPDFR is trying to access something like a vehicle or configuration then its encountering null causing it to crash
