I had the same issue before, in the end it turns out that you shouldn't start your game in compatibility mode. right-click your GTA5.exe, go to properties, click the Compatibility tab, make sure you are not running the executable in compatability mode. hope this would work for you!

@cookersphinix I did turned everything compatibility mode off that's what i followed someone's says as same thing you said it, But unfortunately it still not work. Be honestly i seen everybody already using SSLA still worked! I don't know why mine couldn't. 😞 Do you have any idea to other way to fix? I haven't play gta for a while after i stopped play because of everything vehicles cops wont turn lights on like some light pattern missed and not light on else. Did you check my few logs? You can look at these logs if i get something wrong or missing LMK. Thank you for finally comments me 😄

I've seen your logs, and your SSLA log isn't the same as mine when I encountered the problem. Maybe you can try installing some C++ redistributables and .NET runtimes. After that if it still does not work try to remove all of the ELS configs and see if the issue is caused by a corrupted ELS config, or just try reinstalling the game and these vehicles but I suppose you already did that. If it still does not work, maybe you'll have to reinstall your operating system. Reinstalling operating system can fix 99.9% of issues, when the system files are corrupted some GTA mods could not load properly. I was unable to open EUP Menu no matter how I tried to fix it, and in the end reinstalling operating system solved my problem.😁
