The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

it's been solved thank you. then what if I want to use eup and others? I've tried creating a new mods folder and only installed graphics and enhanced lspdfr but it still crashes.

 SHVDN is not a problem but normal version likes to be unpredictible, I suggest to use nightly version (ofc if you need, if you don't use scripts that require it you don't need it)
