The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

 Well, it's normall that u are using it cuz it's needed and included in els zip download but this is outdated. Thats why u have error. Seperated one is version that u need.

 No. This version had to be released cuz of 1 of gta updates (The Chop Shop dlc if I remember correct) and for now its working as it should be so you need to replace your old advanced hook with new one and for now thats it.
