The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Could it be because of the update that dropped today??  LSPDFR/RageHook is out of date

Mine has been doing it since before the update. I am using version 3337 of GTAV.  Not a single tutorial has been able to fix this issue for me.

I have been having this problem for 3 days since I first tried downloaded the mod.

Launch normal GTA V first. Then once in-game, tab out and launch RPH.

Tried that doesnt work.

I have loaded the game first then opened RPH doesn't work. I have opened RPH first and it launches the game but doesn't get past the Launching Game statement. I have tried running as Administrator. I have completely uninstalled Steam & GTAV multiple times and done both install types of LSFPDR mod. Every single time it never goes past the Launching Game... statement. 

Ensure you have completed the prologue missions if it is a brand-new install, especially if you have reinstalled Steam and GTAV numerous times. Once you are freely able to move (outside of North Yankton), completely leave the game and ensure via task manager it is fully closed (sometimes Steam doesn't actually close the game, no idea why). From there, follow Bations instructions by launching GTAV, getting to the option with story mode/online selection, and proceed with launching RPH.

Completely restart my desktop. Not sure what was going on in the background but it is working now. The reset resolved whatever issue I was having. Installed GTAV and the mod on my wifes desktop and it worked first time also. Just glad it is working now.
