The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

all uniforms are taken out of the agency.xml file i believe, no matter what plugin you use

    Not necessarily.

    They are relevant whether using the base lspdfr agency.xml or one of the Ultimate Backup/StopThePed xmls.
