Out of Memory Please Restart and Reboot

I don’t know what the issue is, I can’t even load into LSPDFR. I used to play a lot and recently came back, and after I updated what I needed I started getting that error after trying to start the game. I figured it was my plugins and addons so I uninstalled everything including GTA V and decided to try and start over and get new plugins installed, but same issue. It also sort of freezes my computer for a few minutes trying to close out of GTA V after the crash. I know I have around 100gb free on my C drive, and having every app other than GTA RPH, Steam, and a few essentials hidden in my task bar, which uses up around 40%~50% of my PCs memory according to the task manager. I don’t know what I should do, it works fine except when I try and start it with RPH
