You'd need mods like StopThePed, UltimateBackup, ELS(different emergency light stages and all), also EUP mod(s) to enhance uniform realism, then any car mods you want.
Then come your callout plugins, like SuperCallouts, 686 Callouts, there are a lot, but beware, some are outdated and might cause crashes. So double check each mod. It might seem hard at first, but once you get the hang of it, its easy.
